MATS/TRANSPORTATION


Transportation and land use planning are highly interactive and closely related. Land uses
create the demand for accessibility, while transportation facilities and services create
accessibility that, in turn, influences the location of land use development. As a "first round" in
the planning process, however, the locations of future growth in this report have been based
primarily on continuing development trends, utility availability and accessibility factors that do
not rely on major future transportation improvements. As development of the Plan progresses
and transportation improvements are considered to serve future travel patterns and demand,
land use allocations may well be influenced by shifts in accessibility and will need to be
reconsidered.

The Planning Area itself combines all of Macon-Bibb County with the southern portion of Jones
County (Census Tracts 301.01 and 301.02). The two counties differ considerably in their land
development parameters and the market forces that have and will continue to mold their land
use patterns. Allocations of future growth are therefore handled separately for each county.
Although the allocation methodologies used for each county are often identical, differences
frequently occur and are noted in the text. The methodology for each county, therefore, is
presented in whole in separate Sections of this report.

Summary of Allocations-2006 to 2035
The following tables, S-1 to S-7, present a summary of the population, number of households,
median household income and employment data developed in this report for each of the TAZs
in the MATS Planning Area. The data are shown for the Plan's base year (2006), for the Plan's
forecast horizon (2035), and for the intervening years of 2010, 2015, 2020, 2025, 2030, and
