ARRA Projects

The American Recovery and Reinvestment Act (ARRA) was signed into law in February 2009. The act contains economic stimulus measures in an effort to revitalize our nation’s economy. The ARRA legislation contains funding for improvements to our transportation infrastructure including highways, public transit, rail and aviation.

Macon-Bibb County Bikeways & Pedestrian Plan

The task of increasing the efforts to seriously study and implement alternative forms of transportation in the Macon Area Transportation Study area (MATS) is timely. The task is timely due to the likely designation of the area by the Environmental Protection Agency (EPA) as a Non-Attainment area in the near future. This designation will have far reaching consequences that will affect the infrastructure that supports traditional modes of transportation in the MATS area.This plan is intended to be an update of the previous Macon

Bikeways and Pedestrian Plans created in 1975, 1978, 1994, and 1996 respectively. Unlike the previous plan, this plan will endeavor to link bicycle and pedestrian facilities with transit services operated by the Macon-Bibb County Transit Authority. This report, which is primarily informational, is the first phase in a comprehensive endeavor to address bicycle and pedestrian issues in Macon-Bibb County. The second phase will involve a more in-depth implementation strategy.

Transportation Inprovement Program
Fiscal Years 2009-2013

 The Transportation Improvement Program (TIP) is a four year capital improvement program drawn from the 2030 Transportation Plan. The TIP outlines the roadway, airport and transit projects planned for the MATS Study Area during state fiscal years 2010 through 2013. The state fiscal year begins July 1 and ends June 30. Therefore, the state fiscal year for 2010 begins July 1, 2009 and ends June 30, 2010.

The TIP is the result of comprehensive transportation planning at the local level, combined with cooperation and assistance from state and federal officials. The TIP is updated each year and may be amended during the year if the amendments are consistent with the adopted Transportation Plan. Development of the Plan and TIP are guided by the FHWA/FTA Metropolitan Planning Regulations, 23 CFR Part 450. These regulations require the FY10-13 TIP to demonstrate financial constraint. The Financial Plan section of the TIP addresses this requirement by depicting both project costs and anticipated available funding, grouped by federal funding codes.

The Clean Air Act requires the United States Environmental Protection Agency (USEPA) to designate areas throughout the country as attainment or nonattainment of an air quality standard. On April 15, 2004 and December 17, 2004 respectively, the USEPA designated Bibb County and part of Monroe County in nonattainment for the 8-hour Ozone Standard and the Annual PM 2.5 Standard. On May 18, 2006, the Federal Highway Administration and Federal Transit Administration, in coordination with the Environmental Protection Agency, issued a formal finding that the 2030 Transportation Plan and FY06-08 TIP conform to the transportation conformity requirements of the Clean Air Act as set forth in Title 40 CFR Part 93.
